Job Description:

The Monitoring & Evaluation (M&E) Specialist will design and implement a robust framework to assess the TECHGATE initiative's performance, impact, and effectiveness. The role will ensure data collection processes are accurate, timely, and aligned with program objectives. This position requires a strong understanding of logic models, performance indicators, and data storytelling to track progress and identify areas for continuous improvement.

Responsibilities:

  • Develop and maintain a comprehensive M&E framework aligned with program goals and federal reporting requirements.
  • Define KPIs and outcome metrics across training delivery, business support, and technical assistance services.
  • Coordinate with internal teams to implement effective data collection and tracking processes.
  • Analyze program results and produce performance reports for internal leadership and external stakeholders.
  • Recommend evidence-based improvements to maximize program impact.
  • Oversee pre/post assessments, stakeholder feedback, and continuous improvement loops.
  • Support evaluation of simulations, technical training, and outreach campaigns.

Required Qualifications:

  • Bachelor’s degree in Public Policy, Social Science, Data Analytics, or a related field.
  • 5+ years of experience leading M&E efforts for federally funded or capacity-building programs.
  • Strong familiarity with logic models, data collection frameworks, and federal reporting tools.
  • Proficiency in data analysis and visualization tools (e.g., Power BI, Excel, Tableau).
  • Strong written and verbal communication skills with the ability to explain data insights to technical and non-technical audiences.

Preferred Qualifications:

  • Master’s degree in Evaluation Science, Public Administration, or related discipline.
  • Experience with programs funded by the State Department, DHS, or NIST.
  • Familiarity with cybersecurity or technology training programs.
  • Ability to manage multiple evaluation streams and produce consolidated reports.
